The Project Citizen National Showcase represents a portfolio from each participating state and country. A classroom of students prepare the four-panel portfolio and documentation binder chronicling the steps they took to identify and research a problem in their community, their evaluation of alternative policies, their proposed public policy, and an action plan formulated to have their policy enacted.

Students' public policy portfolios are selected to represent their states at the national level. Members of state legislatures, legislative staff, and educators serve as evaluators for the National Showcase. Each portfolio is evaluated three times. Achievement level results are based on the average score of the three rounds of portfolio evaluation during the National Showcase.
