The CCPL is a project that is interested in bringing citizens together to discuss, dialogue, and deliberate on public policy issues and to promote civic leadership for  implementing and sustaining the public will. When citizens gather together to share, to listen, and to respond to a particular issue, problem, or concern, the think tank model is used for the analysis and creation of consensus.
Through the model, participants are able to explore what is working and what is not working using the current approach or approaches to a public policy issue. The participants are then asked to group, categorize, and prioritize the various elements or components discovered in the early phase of this discussion. After these elements have been identified, the participants are asked how they monitor or evaluate the outcomes of the discussion group or roundtable.
